  Validates the supplied PEF-file

  Parameters:

  in - the PEF-file to validate

  Returns:

  returns true if PEF-file is valid and validation was successful, false otherwise

  Throws:

  java.io.IOException - throws IOException if an error occurred

                                 java.io.PrintStream msg)
                          throws java.io.IOException

  Validates the supplied PEF-file and sends the validator messages to the supplied PrintStream

  Parameters:

  in - the PEF-file to validate

  msg - the PrintStream to send validator messages to

  Returns:

  returns true if PEF-file is valid and validation was successful, false otherwise

  Throws:

  java.io.IOException - throws IOException if an error occurred
